Is the team Southern Barbarians advocating match-fixing?

The 'Southern Barbarian' team  is having problems with lag in their upcoming event.

The proposed solution is to "Play on a UK server where we would ping +/- 140 and the African countries would ping around 80-100 (40-60 ping difference). This was unfortunately the best possible scenario and we’re in works to finding a way to increase their pings to around 120 to make it as fair as possible."

The question is though, is this match-fixing as the team is actually requiring the other teams to worsen their own performances?

According to Wikipedia, "In organized sportsmatch fixing occurs as a match is played to a completely or partially pre-determined result, violating the rules of the game and often the law. There is a variety of reasons for this, but the most common is in exchange for a payoff from gamblers. Players might also intentionally perform poorly to get an advantage in the future, such as a better draft pick, or an easier opponent in a playoff. A player might also play poorly to rig a handicap system."

Certainly anybody betting on the games would find themselves being compromised as those betting on the game would be taking the latency that the different teams have into account.

To ask a team (or teams) to limit their own performance to take into account a disadvantage that you have also seems to go against all the tenants of 'Fair Play'.

It seems to me that if you have a disadvantage, you need to overcome it, not ask others to limit their own performance.
